ATF SG Study Group Session 2 | 2026 Just Transition Frameworks for Inclusive Energy Transition in Asia

The Asia Transition Finance Study Group (ATF SG) held the second study group session of 2026 on 18 May (Mon). 

 

The ATF SG held its second study group session of 2026 on 18 May via Zoom, focusing on just transition frameworks for inclusive energy transition in Asia. The session began with an agenda overview, a pulse survey on key challenges in pursuing transition finance projects, and a recap of inclusive transition finance across its socio-economic, geographical, and analytical dimensions. 

Dr. Zulfikar Yurnaidi from the ASEAN Centre for Energy (ACE) presented the Just and Inclusive Energy Transition (JIET) framework, which has been adopted as a central theme of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026-2030, and outlined the financing gap and de-risking mechanisms required to mobilize private capital across the region. 

Ms. Takako Onitsuka from Japan's Ministry of Economy, Trade and Industry (METI) introduced Japan's four-step policy approach to transition finance and the work of the Sub-Working Group on Transition Finance Promotion in Asia, emphasizing the need for a market between green and conventional finance and a system-level approach to scaling transition finance across emerging markets. 

Ms. Ekaterina Chubarova from the International Labour Organization (ILO) presented the social dimensions of just transition and the ILO Just Transition Finance Tool, outlining four levers available to financial sector actors to advance just transition through products, processes, and partnerships. 

The session concluded with engaging discussion among participants.
